Over 100 experts in health and social care unite to create a free public library of policies and procedures – now used by more than 1,000 UK care providers

More than 100 experts in health and social care, from GPs, former CQC inspectors, to Directors of Adult Social Care, have come together to create a free public library of CQC-compliant policies and procedures.

More than 1,000 care organisations have signed up to OpenDoc in just three months – among the fastest adoption rates the sector has seen for a compliance tool. The 1,000 providers represent around 5% of the UK adult social care market.

The platform – designed to help care teams keep their policies and procedures up to date and CQC-compliant – was built through a collaboration of community care experts, clinicians, and industry leaders from across the UK.

Owned by the 100 expert contributors and facilitated by Health Connect Global, OpenDoc tackles a problem every registered manager in social care knows: the average care service relies on more than twenty core policies and procedures, and keeping them current, compliant, and embedded across the team is a job in itself.

Research by Health Connect Global shows that staff in settings spend 15 to 20 hours a week on manual admin – time that should be going to the people they support. Providers using OpenDoc can now have confidence that their policies are always up to date and that they will be automatically alerted to any changes.

Built by British healthtech company Health Connect Global, OpenDoc gives every UK care provider free access to 100+ expert-validated policies and procedures, with new ones added daily and continuous updates to reflect the latest regulatory requirements.

OpenDoc is now available to every care provider in the country, regardless of size or budget, following its phased rollout that began in January 2026, with Health Connect Global saying that “its USP is straightforward: the best knowledge in the business, contributed by industry experts, available for free, for everyone.”

The rapid uptake reflects the scale of unmet need in adult social care. Quality varies widely by region, provider size, and how much a service can afford to spend on compliance documentation. By making gold-standard compliance freely available, OpenDoc is working to raise the bar across the sector – not only for those with the deepest pockets – and to do so without waiting for top-down reform.
