Local authority budgets have not kept pace with demand, and every year, more people are forced to self-fund their care because they are excluded from local authority support. This leaves many without the care and support they need and deserve.
“Reform has come close in recent years, but proposals have been scrapped every time. Public understanding and support have been a missing link. Any new funding model must, therefore, have both political and public backing.
“This report is a valuable starting point. The Casey Commission must now fully evaluate all funding options—and embed its findings in a broader, robust plan for change.”
